Bulgarian Air Traffic Services Authority (BULATSA) performs the state function for provision of air navigation services in the serviced civil airspace of the Republic of Bulgaria.

The authority governs five air traffic control centers at its headquarters in Sofia, as well as Varna, Burgas, Plovdiv and Gorna Oryahovitsa. It is focused on achieving safe, efficient and regular flights in the serviced civil airspace and the delivery and development of the accompanying infrastructure that makes it possible.

SITA FOR AIRCRAFT and BULATSA partnered in 2015 to improve air traffic communications in the Danube Functional Airspace Block (FAB), supplementing voice communications with robust datalink services. The Danube FAB manages some 10% of the overfly air traffic in the European Union.

Together with air navigation service provider ROMATSA, the Romanian Air Traffic Services Administration, SITA FOR AIRCRAFT and BULATSA enabled Controller Pilot Data Link Communication (CPDLC) services to control centers, under the Single European Sky initiative.

SITA FOR AIRCRAFT worked closely with BULATSA and ROMATSA to set up the network to facilitate communications across ATN, the most advanced datalink communications protocol.

This involved providing ATN routers and VHF ground stations across the respective countries, allowing both ANSPs to implement datalink communication between aircraft pilots and ground controllers.

The initiative represented a step towards implementation of SESAR concepts such as the 4D Trajectory Data Link (4DTRAD) Service.

SITA FOR AIRCRAFT also worked with BULATSA to establish its multi-frequency VHF Data Link Mode 2 air/ground network infrastructure (VDLm2 MF) in Bulgaria, maximizing datalink capacity.
